Equine Welfare Collaborative of Virginia (EWCV) is a registered 501(c)(3) nonprofit working to improve the safety and security of horses across Virginia. Its members include veterinarians, horse owners, animal control officers, and equine rescue organizations who collaborate to strengthen the state’s response to welfare concerns. EWCV grew from the Virginia Equine Task Force, launched in 2018 after several horse seizures prompted a statewide discussion about equine welfare needs.
The organization promotes best practices, connects at-risk horses and welfare organizations with resources, and fosters collaboration to manage equine welfare cases. Its offerings include general, veterinary, animal control, and rescue resources, along with helpful links and feed assistance through a pilot program. The Task Force also developed an online resource list, delivered VDACS-accredited training courses for animal control, and hosted a statewide rescue forum in 2023.
Current projects include working with the EQUUS Foundation on a pilot accreditation program for Virginia equine rescues, featuring onsite inspections, and collecting data to better understand equine welfare across the Commonwealth.
