FGV EESP CLEAR is a center within the global CLEAR Initiative, which works to strengthen monitoring and evaluation (M&E) capacity in developing countries and promote evidence-informed public policy. Based at Fundação Getulio Vargas, the center serves Brazil and Portuguese-speaking African countries, including Angola, Cape Verde, Guinea-Bissau, Mozambique, and São Tomé and Príncipe. It supports governments and other organizations through training, technical assistance, applied research, evaluation advisory services, and the dissemination of knowledge.
Its work helps public institutions generate and use evidence throughout the policy cycle, improve programs and services, and make informed decisions. FGV EESP CLEAR offers courses and capacity-building activities, including online learning and mentoring, and publishes practical guides, evidence summaries, infographics, and research resources. Its initiatives include the Glocal Evaluation Week, the Evidence Award, the DNA Evidência podcast and newsletter, and the Clear Nordeste program, developed with UFBA and Fiocruz’s Cidacs to foster M&E networks and capabilities in northeastern Brazil.
