FHF is a state-owned limited company and the Norwegian Seafood Research Fund. It is owned by the Ministry of Trade, industry, and fisheries and is funded by the industry through a levy on exports of Norwegian seafood. FHF's goal is to create added value to the seafood industry through industry-based research and development (R&D).

The Ministry appoints the board of directors, which includes representatives from the industry, and the industry anchoring is further reinforced through industry advisory groups. FHF's activities and priorities are guided by law, regulations, strategies, and annual priorities. FHF focuses on various areas of the Norwegian seafood industry, including aquaculture, groundfish, and pelagics.

They address issues such as environmental impact, product quality, fish health and welfare, vessel technology, processing, and the formal framework for the industry. FHF initiates, finances, and carries out R&D projects to address these priorities and aims to implement the results in the industry, fostering innovation and value creation. To ensure independence and legitimacy, FHF follows ethical guidelines for industry-financed R&D.

They establish reference groups consisting of industry representatives to contribute to the project's relevance and industry value.
