Haxx, known as Hafesa until December 2025, is a Spanish petroleum group involved in the storage and handling of fuel. Its facilities include the DBA plant at the Port of Bilbao, where fuel is held in tax warehouses and supplied to customers. The company has told clients that Bizkaia’s tax authority suspended the plant’s Activity and Establishment Code, a permit required for it to operate.
