The General Board of Higher Education and Ministry (GBHEM) is the leadership development agency of The United Methodist Church, dedicated to preparing global leaders for both the church and the wider world. Focused on nurturing leaders and changing lives, GBHEM offers an array of programs and resources, including leadership training, discernment initiatives, and candidacy courses for aspiring pastors. Its mission is to create environments that foster belonging and access, emphasizing diversity, equity, and inclusion within its culture and policies.

Each year, the organization awards approximately $4 million in scholarships to support students pursuing their educational goals at Methodist-related institutions. GBHEM also provides clinical pastoral education programs and international grants to help offset educational costs. As a convener of innovative ideas and solutions, GBHEM collaborates with United Methodist-affiliated institutions to advance shared ministry goals, ensuring that every individual can fully embrace God's calling in their lives
