GLEA was established in the early 1970s by concerned citizens, with the support of local governments, to address issues related to the lake's health and future. The agency operates under a Uniform Resolution and By Laws signed by the sponsoring local governments.

GLEA's mission is to protect, preserve, and enhance the quality of the lake and its surrounding ecosystem. They conduct comprehensive studies regarding the lake's physical, chemical, and biological characteristics, water quality, land use, and protective measures. Based on their findings, GLEA makes recommendations to improve living conditions, protect resources, and encourage legislation to implement their suggestions.
