Ιδρύθηκε το 2003 με βάση τον Περί Συσκευασιών και Αποβλήτων Συσκευασιών Νόμο Ν32(Ι)/2002, ο οποίος καθορίζει την ευθύνη των εταιρειών για ανάκτηση και ανακύκλωση των συσκευασιών που τοποθετούν στην αγορά. Αδειοδοτήθηκε την 1η Αυγούστου, 2006
