About National Road Operating and Constructing Company
The National Road Operating and Constructing Company Limited (NROCC) is a public company that represents the Government of Jamaica's interest in the establishment, development, financing, operation, and maintenance of tolled highways. NROCC operates under a Concession Agreement signed in 2001 and works in collaboration with Transjamaican Highway Limited (TJH), the developer responsible for the design, construction, operation, and maintenance of the Highway 2000 toll road. This partnership follows a public-private partnership model and is implemented as a build-finance-operate and transfer (BFOT) concession scheme.
NROCC ensures compliance with the existing Concession Agreement by monitoring the performance of the Developer and also oversees the addition of new tolled roads to the network. Furthermore, NROCC purchases properties affected by the Highway alignment on behalf of the Government of Jamaica and provides partial funding to the project. In 2012, NROCC signed a second Concession Agreement with Jamaica North South Highway Company (JNSHC) for the implementation of Phase 2 of the Highway 2000 project.
