The Education and Youth Board of Estonia (Harno) is a government agency implementing Estonia’s national education and youth policy. Estonia’s education system consistently ranks among the best in the world and Harno plays a key role in making that success possible. We work to ensure that every learner in Estonia, from early childhood to lifelong learning, has access to world-class education and development opportunities. Our offices are in Tallinn and Tartu, and our Rajaleidja counselling network operates centres in 16 cities across the country. Nearly 90% of our activities are funded internationally, making Harno one of the most globally connected public sector organisations in Estonia. What we do: *National exams and assessments: Harno organises most of Estonia’s state exams and tests, serving around 15% of the population every year. *International cooperation: Through Erasmus+ and the European Solidarity Corps, we supported 235 projects worth €36 million, providing learning and exchange opportunities for over 10,000 participants annually. *Rajaleidja network: Our nationwide counselling service supports one in every four children in Estonia with special educational needs, along with their families and teachers. *Future skills and innovation: Through programmes like ProgeTiiger, IT and Engineering Academies, and Noor Meister, we strengthen young people’s green, digital and creative skills – the very competencies identified by the World Economic Forum as the fastest-growing globally. *Quality and recognition: The Estonian Quality Agency for Education (HAKA) assesses higher and vocational education quality, while the ENIC/NARIC Centre recognises around 3,000 foreign qualifications each year. Today, 360 experts work at Harno: psychologists, educators, researchers, project managers, and digital specialists, all united by one purpose: to keep Estonia’s education system among the best in the world, and to help every person reach their full potential.
