The Haut Conseil pour le Climat (HCC) is an independent organization tasked with evaluating the implementation of public policies and measures to reduce greenhouse gas emissions in France. The HCC assesses the government's climate strategy and its alignment with France's European and international commitments, including the Paris Agreement, achieving carbon neutrality by 2050, and adhering to France's carbon budgets.

Established by the President of the Republic in November 2018 and governed by the Energy and Climate Act of 2019, the HCC is composed of thirteen members with expertise in climate science, ecosystems, greenhouse gas reduction, adaptation, and resilience to climate change. The council is presided over by climatologist Corinne Le Quéré.

With a focus on scientific, technical, and economic analysis, the HCC publishes annual reports, hosts webinars, and provides educational resources.
