The Health and Disability Commissioner (HDC) is dedicated to ensuring the rights of consumers within the healthcare and disability services sectors in New Zealand. Established under the Health and Disability Commissioner Act, the Code of Health and Disability Services Consumers' Rights sets forth the fundamental rights of consumers and the corresponding duties of service providers. The Code emphasizes respect, dignity, and independence, ensuring consumers are free from discrimination and harassment while receiving high-quality care that aligns with their individual needs and cultural beliefs.

HDC offers a range of services, including educational resources for providers, guidance on making complaints, and managing concerns related to health and disability services. They provide essential support for mental health and addictions, along with resources tailored for individuals with disabilities. Through their comprehensive initiatives, including advocacy and research efforts, the HDC plays a crucial role in fostering a transparent and accountable health system, enhancing consumer confidence, and ensuring continuous improvements in service delivery across the sector.
