HEAK, also known as Harju Ettevõtlus- ja Arenduskeskus, is a non-profit foundation that operates at the county level in Estonia. Our main goal is to support local development initiatives and foster cooperation among different stakeholders. HEAK provides FREE consultation services to entrepreneurs, civic organizations, local governments, tourism industry professionals, and young people interested in entrepreneurship.

Additionally, we organize information days and training sessions, initiate various projects, and collaborate with partners on county-level initiatives. As a part of the network of Maakondlike Arenduskeskused (County Development Centers), HEAK works closely with different government departments, such as the Ministry of Economic Affairs and Communications, Ministry of Finance, Ministry of the Interior, Ministry of Social Affairs, Enterprise Estonia, Civil Society Foundation, Harju County Municipalities Association, and many others.
