Heathrow Strategic Planning Group (HSPG) is a joint partnership of many of the local authorities and Local Enterprise Partnerships (LEPs) responsible for planning the land use, transport, environment, economic development and sustainable development of the sub-region surrounding Heathrow Airport. HSPG was formed in 2015 to jointly shape the proposed expansion of Heathrow airport, regardless of individual members' support or opposition to it. Our current focus is recovery from the Covid-19 pandemic and economic downturn, to ensure local communities and businesses reliant on the airport can quickly get back on their feet, while ensuring a better environment is also created.

Heathrow Strategic Planning Group (HSPG) is a voluntary partnership that works towards sustainably planning and managing the renowned Heathrow Airport and its surrounding communities. Committed to ensuring appropriate infrastructure provision and the highest environmental standards, HSPG collaborates with various organizations such as government departments, Heathrow Area Transport Forum (HATF), and Heathrow Airport Ltd (HAL). HSPG utilizes a comprehensive governance process, consisting of an agreed Accord that outlines its aims, terms of reference, and governance, as well as a set of Outcome Statements that define its key objectives.
The Group operates through several important structures, including the Executive Partnership Board, Chief Officers Steering Board, Technical Sub-groups, and Core Team. Funding is sourced from member contributions alongside potential bids to government and other bodies. HSPG holds Summit meetings and engages with neighboring authorities and stakeholders to address key strategic issues.
As an independent entity, HSPG maintains a close working relationship with Heathrow Airport Limited. Committed to ongoing development and adaptation, HSPG remains focused on sustainable recovery for local communities and businesses, ensuring a bright future for the HSPG area
