The organization focuses on rescuing injured, abused, homeless, senior, surrendered, and stray animals, primarily dogs and cats. HIARC lists animals in its care with photos, videos, and regular updates, sharing as much available background as possible to help prospective adopters make informed decisions. Interested adopters can arrange appointments to meet animals. The organization also recruits foster families to provide a safe home, affection, play, and training while animals await adoption; HIARC supports fosters with veterinary care, food, supplies, and peer support.

Volunteers and donors help sustain its rescue efforts. HIARC welcomes monetary contributions, as well as practical items such as food, treats, toys, kennels, leashes, collars, gates, blankets, and towels. It also asks the public to report animals in need and help spread awareness
