Huayang Center for Maritime Cooperation and Ocean Governance is a research and engagement organization focused on advancing peaceful, sustainable ocean governance through research, innovation, and international cooperation. Based in Haikou, Hainan, the Center brings together researchers, visiting scholars, and other experts to examine maritime issues and support dialogue on regional and global challenges.

Its work covers South China Sea ocean governance, maritime disputes, international dispute settlement and law, and maritime security. The Center shares research through its Huayang Biweekly Brief, analysis and commentary, books, critiques, and reports. It also convenes conferences, symposiums, workshops, retreats, and roundtable discussions, including events on maritime cooperation, dispute settlement, and China-U.S. relations. News, videos, and other resources extend its outreach to a wider audience.

The Center is chaired by Wu Shicun, whose academic and policy roles include work with China’s National Institute for South China Sea Studies and appointments at Nanjing and Tsinghua universities. Through its publications, expert network, and events, Huayang Center supports informed discussion and cooperation on ocean governance.
