About HYSAWA
HYSAWA is a non-profit financing organization that is registered under the Companies Act, 1994. Established in 2007, HYSAWA aims to mobilize resources and support capacity development of local governments and communities in Bangladesh. The organization focuses on empowering these local entities to manage decentralized WatSan services, which include hygiene, sanitation, and water supply.
HYSAWA has achieved its institutional objectives by mobilizing resources for financing WSS infrastructure at the Union Parishad (UP) level and creating conditions for fiscal discipline and financial accountability in participating UPs. The organization also works towards enhancing transparency in decision-making processes and improving the planning and budgeting skills of local government institutions (LGIs). Through its projects, HYSAWA has successfully funded and provided greater financial and administrative power to 1,182 UPs across the country.
The organization promotes citizen participation and participatory democracy, particularly among women and the poor, in UP development planning and budget meetings. By engaging private sector management firms and NGOs, HYSAWA ensures that necessary capacity support is provided to UPs. HYSAWA facilitates the installation of essential infrastructure such as deep tube-wells and piped water systems, prioritizing the views and needs of the local population.
The organization also promotes transparency in procurement processes and organizes workshops to ensure that local government functionaries understand their legal responsibilities. With HYSAWA's facilitation, different tiers of local government have started cooperating, collectively planning, and sharing resources, leading to sustainable local development and improved interrelations among LGIs. The organization is governed by a Board chaired by the Secretary of the Local Government Division of the Government of Bangladesh.
The Fund Management Office is responsible for fund administration, technical supervision, monitoring, quality assurance, and audit. Overall, HYSAWA plays a vital role in decentralization and governance improvement in Bangladesh by supporting the delivery of essential services and empowering local governments and communities
