About U.S. International Boundary and Water Commission
The U.S. International Boundary and Water Commission (USIBWC) is a U.S. government agency that works with Mexico on water and boundary issues. Established in 1889, its mission includes protecting Americans from exposure to Mexican sewage, ensuring fair allocation of Colorado River and Rio Grande water, operating critical flood infrastructure, and reducing flood hazards along the border.
USIBWC manages and maintains facilities such as wastewater treatment plants, levees, diversion dams, hydroelectric power plants, and storage dams. It also supports engineering, environmental management, construction, water accounting, and operations and maintenance. Current efforts include expanding the South Bay International Wastewater Treatment Plant, addressing pollution in the Tijuana River, testing ozone nanobubble technology, and coordinating binational sanitation projects.
The agency provides public services and information through water data portals, GIS maps, flood alerts, reports, and project updates. Visitors can track Rio Grande water allocations, review reservoir and river data, explore infrastructure projects, attend Citizens Forum meetings, and access press releases and environmental studies.
