The International Code of Conduct Association (ICoCA) is a multi-stakeholder initiative that was formed in 2013 with the aim of ensuring that providers of private security services uphold human rights and humanitarian law. As the governance and oversight mechanism of the International Code of Conduct for Private Security Service Providers, ICoCA works towards raising industry standards and practices that respect these principles. The Code, which was finalized in 2010, outlines the responsibilities of private security companies to ensure the responsible provision of their services, particularly in complex environments.

ICoCA strives to engage with key stakeholders to promote widespread adherence to the Code globally. ICoCA is comprised of three Membership Pillars: Governments, Private Security Companies, and Civil Society Organizations. The association's main bodies include the General Assembly, the Board of Directors, and the Secretariat, with the Advisory Group providing additional support.
