ICPAC, the Instituto dos Cegos da Paraíba Adalgisa Cunha, is a civil society organization founded in 1944 by Adalgisa Cunha. As a pioneer in serving people who are blind or have low vision in Paraíba, Brazil, it works to advance inclusion, autonomy, quality of life and full citizenship for people with visual, intellectual and multiple disabilities. Its services are organized around education, social assistance, employment, parasport, and health, including habilitation and rehabilitation.
Offerings include visual rehabilitation, intellectual rehabilitation, screening and diagnosis, education and employment support, as well as opportunities to participate in adapted sports. In 2019, ICPAC was certified by Brazil’s Ministry of Health as a Specialized Rehabilitation Center (CER II), expanding its work to include intellectual rehabilitation. In 2021, it became João Pessoa’s first Parasport Reference Center, strengthening opportunities for people with disabilities to take part in sports.
The organization also fosters artistic expression, cultural activities, professional development and community integration through events, programs and initiatives. Its work is grounded in a human-centered approach that supports participation and independence
