The Institute of Cetacean Research (ICR) is a Japanese general incorporated foundation and designated cetacean scientific research organization. Its purpose is to conduct research and investigations on whales and other marine mammals, examine related international developments, and contribute to the appropriate management and use of fisheries resources. Its work spans cetacean population estimation, stock analysis and classification, as well as research into cetacean biology and physiology, marine ecosystems, and environmental chemistry.
The institute also undertakes resource surveys, biological investigations, market research, satellite tracking, and studies of stranded or accidentally caught whales. Its research activities include surveys in the Antarctic and North Pacific, and it develops and publishes research findings and data. Alongside scientific work, ICR shares information through reports, books, newsletters, videos, images, and public outreach, including educational visits and resources about whaling culture and whale food.
The institute also provides access to research materials and procurement information, and reports on its activities and related international matters. It is based in Toyomi, Chuo City, Tokyo
