ICSECS is a business-to-business marketplace operated by JSC INNOTECHNOLOGIES, connecting buyers and sellers of raw materials, equipment, and wholesale goods. The platform brings product and supply listings together in one place, helping businesses find potential counterparties, publish offers, and submit purchase inquiries. Its categories include raw materials and consumables, equipment and components, industrial goods, construction materials and interiors, vehicles and spare parts, food products, healthcare, real estate, business and startups, digital products, art and jewelry, and tenders.

Users can register as buyers, sellers, or both. They can search or filter the catalog, post a listing, and contact a counterparty through the platform. Buyers and suppliers then negotiate transaction terms directly. ICSECS states that it is not a party to sales contracts unless a separate agency agreement is signed. Product descriptions, listed prices, availability, shipment timing, packaging, and delivery terms should therefore be confirmed with the supplier. The site also provides information for buyers and suppliers, placement rules, contact channels, company details, and currency-rate information.
