The IMO International Maritime Law Institute (IMLI) is dedicated to enhancing capacity-building in all States, with a focus on developing countries. Established in Malta in 1988 under an agreement between the IMO and the Government of Malta, IMLI's main objective is to train officers in international maritime law. Over the past three decades, IMLI has played a crucial role in preparing experts in maritime law who can effectively implement and advise on international maritime laws and regulations.

IMLI offers comprehensive programs and courses that cover various aspects of maritime law, including safety, security, environmental concerns, and the protection of life at sea. The institute also provides unique training in maritime legislation drafting, ensuring that students have the necessary skills to incorporate international instruments into national law and effectively implement and enforce relevant regulations.

Recognizing the significance of ocean governance, IMLI actively contributes to the UN's Sustainable Development Goals and advocates for more effective global ocean governance. To date, IMLI has trained over 1,100 maritime experts from 145 states, many of whom hold prominent international positions and contribute to the development of international maritime law.

IMLI prides itself on its commitment to promoting gender equality in the maritime sector. With a policy to reserve 50% of program places for deserving female candidates, the institute has empowered nearly 500 female professionals in the maritime industry.
