The International Submarine Escape and Rescue Liaison Office (ISMERLO) is an internationally focused military organisation established by NATO to help coordinate responses to submarines in distress. Its humanitarian mission is to support efforts to save lives at sea by improving nations’ ability to respond to submarine emergencies. While established by NATO, ISMERLO supports all nations and encourages participation from countries that operate submarines.
ISMERLO facilitates international cooperation through coordination, training, exercises and professional knowledge-sharing. Its activities include courses for rescue-force coordinators, submarine medicine training, multinational rescue exercises, and meetings of the Submarine Escape and Rescue Working Group. These programmes help participants strengthen operational readiness, medical response, technical capabilities and shared doctrine. ISMERLO also provides an online directory of submarine rescue systems, organised by country and region, helping users explore national capabilities and assets.
Through collaboration among military organisations, specialists and rescue-system owners, ISMERLO fosters interoperability across the global submarine community.
