The Innovation and Technology Commission (ITC) is a Hong Kong government body that supports the development of innovation, technology and industry. It serves universities, businesses, research institutes and technology professionals through funding programmes, talent initiatives, technical services and international and mainland collaboration. Its research and development support includes the Innovation and Technology Support Programme, Enterprise Support Scheme, Public Sector Trial Scheme, General Support Programme and schemes for cooperation with Mainland China and Israel.
The ITC also provides pathways for technology talent, including the Technology Talent Admission Scheme and Research Talent Hub, and promotes STEM internships and university start-ups. For industry, its initiatives cover new industrialisation, venture investment and technology accelerators. Through the Hong Kong Accreditation Service and Standards and Calibration Laboratory, the Commission connects users with accreditation, standards, proficiency testing, training and calibration services.
It also provides information about research organisations, technological infrastructure, laboratories and collaboration opportunities, alongside application resources, public information and tender notices. Together, these programmes and services aim to strengthen Hong Kong’s research, technology and innovation ecosystem
