Joint Cooperation in Applied Research Programme (JCAR) is a collaborative initiative between Egyptian and Dutch institutes and agencies. The program aims to address water challenges and enhance water resource management and environmental assessment strategies. JCAR has two main objectives.

Firstly, it supports the Ministry of Water Resources and Irrigation (MWRI) in preparing for future water challenges and improving integrated planning and development. Secondly, it focuses on fostering long-term partnerships between Egypt and Netherlands institutes to address urgent knowledge gaps and enhance the knowledge-base. JCAR is structured into two pillars: Pillar I, which focuses on policy support and dialogue, and Pillar II, which involves applied research activities and capacity development.
