Victor Guedes

João V. Guedes-Neto is a political scientist and Assistant Professor of Public Administration at FGV EBAPE, where he also co-coordinates the Professional Graduate Program in Public Administration (MPA/DPA). His academic work examines the individual-level dynamics of bureaucratic politics, including coordination challenges, policy implementation, and relations between groups. He uses survey experiments, econometric methods, and face-to-face interviews to investigate these issues. His research interests include political psychology, survey experiments, the politics of bureaucracy, and policy implementation.

Guedes-Neto’s work has appeared in journals including Public Administration Review, International Public Management Journal, International Review of Administrative Sciences, Comparative Political Studies, Policy Studies, Electoral Studies, and Party Politics. His recent books include the co-authored Bureaucratic Resistance in Times of Democratic Backsliding, published by Cambridge University Press in 2025, and the co-edited Inside Brazilian Bureaucracy: Politics and Policy Implementation in Brazilian States, published by Routledge in 2025. He is also developing Bureaucratic Polarization, a forthcoming Routledge book on workplace identity, intergroup conflict, and policy implementation.
