Keren Shalem is a public fund established by Israel’s local government in partnership with the Ministry of Welfare and Social Affairs. It supports regional and local authorities in developing community-based services for people with disabilities, including intellectual and developmental, sensory and physical disabilities and cognitive limitations. Its work aims to improve quality of life and promote inclusion across the lifespan, from early childhood through older age.

The fund offers several grant programs, including support for developing or upgrading community day-service settings, funding for physical projects, and research grants intended to strengthen services. It also advances professional development by connecting research and knowledge with practical training for staff and managers. Its initiatives address subjects such as challenging behavior, accessibility, health, employment, family support, leisure, housing and community participation.

Keren Shalem also shares research and professional resources through its knowledge database, online environments, events, conferences and public updates. Its projects include efforts to create meaningful employment and greater public participation for people with disabilities, such as the “Café Shaveh” accessible coffee-cart initiative.
