lill Institute

The lill Institute for Public Value is an independent, not-for-profit research institute based in Wolfach, Germany. It works to advance leadership in public policy, public administration and public finance, examining how public institutions can create and demonstrate value. Its research covers policy design and implementation, government organisation and service delivery, and the use of public financial instruments to support innovation, trade, development and sustainability.

The institute’s programmes address development policy, public value, the future of trade, strategic collaboration between governments and business, and public delivery of the energy transition. Its work includes research, case studies and practical guidance, as well as support for the design, implementation and evaluation of policies and financial frameworks. Over more than 25 years, its experts have worked with or in governments, public financial institutions and international organisations across more than 30 countries. The institute also shares expertise through publications, events, degree teaching, guest lectures and executive education.
