Liverpool City Region Combined Authority is the regional public body led by Mayor Steve Rotheram, bringing together the six local authorities of Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral. It works collaboratively to address major regional priorities and ensure that decisions benefit the communities and people who live and work across the city region.

Through devolution, the Combined Authority makes local decisions and invests public funding in areas intended to support prosperity and improve daily life. Its work spans transport, housing, energy and the environment, digital connectivity, innovation, skills and apprenticeships, spatial planning, culture, homelessness and fair employment. It also supports businesses through initiatives such as business support, investment programmes, economic development and the Liverpool City Region Freeport.

The Authority’s priorities include creating jobs, expanding skills and training, improving public transport, building homes, tackling homelessness and responding to the climate emergency. Its investments include publicly owned trains and the LCR Connect ultrafast broadband network.
