Macpac is a non-partisan legislative branch agency known as the Medicaid and CHIP Payment and Access Commission. They offer policy and data analysis services and provide recommendations to Congress, the Secretary of the U. S.

Department of Health and Human Services, and the states. Macpac's 17 commissioners, appointed by the U. S.

Comptroller General, bring broad expertise and diverse perspectives on Medicaid and the State Children’s Health Insurance Program (CHIP). As an independent source of information, Macpac publishes issue briefs and data reports throughout the year to support policy analysis and program accountability. Their work covers a wide range of areas including payment, eligibility, enrollment and retention, coverage, access to care, quality of care, and the programs’ interaction with Medicare and the healthcare system in general.
