Medicine Wheel Recovery Services, Inc. (MWRS) is a recovery and behavioral health organization based in St. Helens, Oregon. Founded by Pam Councell and Tana Howtopat, the agency was incorporated in 2015 to help build healthier lives, families, and communities by addressing addiction and mental health challenges. Its approach is client-centered and culturally competent, grounded in dignity, respect, diversity, collaboration, and whole-person wellness. MWRS supports physical, mental and emotional, social, cultural, and spiritual health, with the goal of empowering people to “rise and thrive.”

The organization offers outpatient alcohol and drug services, counseling, education, activities, and support for individuals and families. Its programs include Inipi, a women’s program, the Modern Warrior men’s program, and other cultural and recovery-focused services. MWRS also provides access to lodging and special projects. Services are available to Columbia County residents and people from elsewhere seeking culturally relevant treatment. Payment options include Oregon Medicaid plans, several commercial and military insurance plans, and a sliding fee scale for eligible clients.
