About Hrvatski zavod za zapošljavanje
Hrvatski zavod za zapošljavanje (HZZ) is Croatia’s public employment service, connecting jobseekers and employers with information, guidance, and active employment policy measures. Its Mjere portal provides a searchable catalogue of support tailored to people who are unemployed, employed, or hiring staff. Jobseekers can explore funding for self-employment, including green and digital businesses, as well as training, workplace learning, practical skills development, and employment opportunities.
Employers can find wage subsidies for new hires, apprentices and young people, and participants in the POSAO+ programme, alongside support for employee training and workplace retention. Measures also address reduced working hours and specific circumstances affecting employers. The portal helps users understand eligibility and prepare applications through step-by-step guidance, example forms, online workshops, FAQs, and access to regional office contacts and a customer support centre.
Depending on each measure’s purpose and eligibility conditions, funding may come from the European Social Fund Plus or the NextGenerationEU recovery and resilience facility. HZZ also publishes labour market information, employment services, tenders, and related resources
