تتبنى وزارة التنمية الاجتماعية مفهوماً فلسطينياً للتنمية الاجتماعية ومن منطلق منظورنا إلى أن التنمية الاجتماعية هي بالأساس إطار مفاهيمي وسياساتي تتبناه الدولة والحكومة، وتنفذه مختلف أجهزتها، ويحقق تكاملاً وترابطاً قوياً بين شتى الأبعاد السياسية والاجتماعية والاقتصادية والثقافية والبيئية، فإننا ندرك التقاطعات العديدة مع مختلف القطاعات التنموية، كالصحة والتعليم والزراعة والعمل والاقتصاد والبنية التحتية، ومنطلقين أيضاً على أساس أنها عملية تغيير مجتمعي تركز على تمكين المجتمع وتعزيز منعته وصموده، بأسره وبأفراده وبمؤسساته، وتهدف إلى تحسين وتعزيز نوعية حياة الجميع، توفير الحماية الاجتماعية والخدمات الأساسية للعائلات الفقيرة والمنكشفة لتمكينها من التمتع بحياة كريمة وفرص عمل لائقة، بالإضافة إلى رعاية وتعزيز الادماج الاقتصادي والاجتماعي والسياسي للفئات المهمشة، لا سيما الأطفال، والفتيات والنساء، والأشخاص ذوي وذوات الإعاقة، وكبيرات وكبار السن، والشابات والشباب، وسكان المناطق المهمشة (القدس الشرقية، سكان مناطق ج في الضفة الغربية، ومناطق h2 في الخليل، والمخيمات الفلسطينية، وقطاع غزة الخ)، لتحقيق المساواة الكاملة بين جميع فئات المجتمع للحفاظ على حقوق الأجيال القادمة وإعطاء صفة التنمية بالمشاركة والمساواة بين الجنسين في تكافؤ الفرص والوصول إلى الموارد والسيطرة عليها.

The Ministry of Social Development in Palestine adopts a comprehensive Palestinian concept of social development, focusing on the integration of political, economic, cultural, and environmental dimensions. As the leading coordinator in the social development sector, the Ministry aims to realize social growth aligned with national policy agendas, international commitments, and the Sustainable Development Goals for 2030. It oversees 17 directorates, 15 branch offices, and 33 centers dedicated to the care of children, the elderly, and marginalized groups.
Transitioning from a direct service provider to a holistic manager, the Ministry conducts and directs various social and economic interventions. Its mission is to empower the most vulnerable families through tailored support strategies that prioritize multidimensional poverty alleviation. The Ministry collaborates with various government departments and civil institutions to foster a resilient, equitable, and inclusive society. With a focus on community empowerment and the protection of rights, it seeks to ensure dignified living conditions and decent employment opportunities for all, particularly marginalized groups, thereby promoting social integration and economic stability in Palestine.
