MOST is a server for non-governmental organizations (NGOs) that provides free email accounts, discussion lists, and websites to environmentally conscious organizations and individuals. NGOs, including registered associations, foundations, and non-profit organizations, as well as informal movements working for the public good, can take advantage of the services offered by MOST. They must adhere to the principles of sustainable development, tolerance, and human rights.

MOST does not provide free services to political or commercial organizations. Users are required to regularly check their email accounts and failure to do so may result in the deletion of their address. Commercial and illegal use of the free email accounts and websites is prohibited.

MOST reserves the right to include user data in a public directory and temporary website. Users are responsible for creating and maintaining their own websites. MOST is not liable for technical limitations or loss of emails and user websites.

Antivirus precautions are the responsibility of users. MOST also reserves the right to delete user accounts that violate the regulations or societal norms. Users of the free services must display a special MOST banner on their main website.

In return for the free services, users are expected to promote the MOST server in their publications and correspondence
