The Northern California Power Agency (NCPA) is a California joint action agency established in 1968 by locally owned electric utilities. Its 16 members include cities, a rural electric cooperative, and other public entities that serve their communities’ energy needs. Through collaboration, NCPA helps members purchase, aggregate, schedule, and manage electricity, and it develops and operates shared energy resources. Its power plants provide reliable, affordable electricity to more than 700,000 Californians.
NCPA operates a 778-megawatt generation portfolio comprising geothermal, hydroelectric, and natural gas resources; approximately 57% of its portfolio is greenhouse-gas-emission-free. The agency developed two geothermal plants and financed and built a 250-megawatt hydroelectric facility. It also supports members’ energy efficiency efforts, which have collectively reduced electricity demand by 735 gigawatt-hours since 2006. NCPA’s work includes power management, generation operations, power settlements, and initiatives related to decarbonization, climate adaptation, and wildfire mitigation. The agency also offers training services and resources, provides procurement and bidding information, and supports member utilities through shared expertise and joint investment.
