NCSE (National Council for Special Education) is a brand dedicated to improving the delivery of education services for individuals with special educational needs, specifically children with disabilities. Established as an independent statutory body in 2003, NCSE operates through a national network of Special Educational Needs Organizers (SENOs) who work closely with parents, schools, and the HSE (Health Service Executive) to provide resources and support for children with special needs. One of NCSE's notable accomplishments has been the elimination of the backlog of applications for support, which previously existed when the organization was first established.
Currently, NCSE processes over 20,000 support applications annually and delivers decisions to schools. While operating within Department of Education and Skills policy guidelines, the decisions are carefully made in consultation with schools, parents, HSE providers, and other professionals, ensuring the best fit for each individual student. NCSE also strives to enhance the coordination between the education and health sectors in supporting children with special educational needs.
Through its involvement in the Education/Health Cross Sectoral Group, as well as collaboration with the HSE and other service providers, NCSE aims to progressively improve the provision of support services. Additionally, NCSE conducts extensive research to inform best practices in special education and develop policy advice. Their research program has already produced several reports, with more to come, which will shape their future policies and initiatives.
Although the implementation of certain sections of the EPSEN Act 2004 has been deferred due to economic circumstances, NCSE remains committed to working towards achieving the Act's goals and expanding their remit. To access more information about schools and NCSE staff in your area, you can use the Schools Information Map on their website. For additional resources and external support, NCSE provides links to organizations such as the Department of Education and Skills, NEPS (National Educational Psychological Service), NDA (National Disability Authority), NCCA (National Council for Curriculum and Assessment), AHEAD (Association for Higher Education Access and Disability), and PDST (Professional Development Service for Teachers)
