The North Harris County Regional Water Authority (NHCRWA) was established in 1999 following the passage of House Bill 2965, aimed at creating a sustainable surface water supply for the rapidly growing Northwest Harris County area. With a mission to reduce reliance on groundwater, the NHCRWA oversees a transition plan mandated to cut groundwater usage significantly—by 30% by 2010, 60% by 2025, and 80% by 2035.
