The Northern Land Council (NLC) is an independent statutory authority of the Commonwealth, dedicated to assisting Aboriginal peoples in the Top End of the Northern Territory in acquiring and managing their traditional lands and seas. Established during the federal Government's Aboriginal Land Rights Commission in the early 1970s, the NLC serves as a platform for Aboriginal communities to have a voice on matters affecting their lands, seas, and communities. With approximately 51,000 Aboriginal people residing in the NLC region, the council represents the interests of traditional owners and residents on Aboriginal lands.

The majority of the constituents, approximately 75% or 38,500 people, live in regional and remote areas. Many communities in the region practice traditional Aboriginal law, while major resource developments, such as mining, exploration, and construction projects, are taking place on Aboriginal land and waters. The NLC's main responsibility is to ensure that social, economic, and cultural benefits from these developments flow to Aboriginal people while safeguarding their culture and integrity.

To achieve this, the NLC consults with traditional landowners and other Aboriginal individuals with an interest in the affected land, seeking their informed consent before any action is taken. The NLC logo, derived from a painting by Kunwinjku artist Curly Bardkadubbu, represents the Rainbow Serpent, a significant symbol in Aboriginal beliefs.
