NORRAG is a global network dedicated to international policies and cooperation in education and training. Established in 1977, it was originally known as the Research, Review, and Advisory Group (RRAG) and focused on disseminating education research related to the developing world. Today, NORRAG is primarily supported by the Swiss Agency for Development and Cooperation (SDC).

Their core mandate is to produce, disseminate, and broker critical knowledge while building capacity among stakeholders to improve access to and quality of education and training. NORRAG works with academia, governments, NGOs, international organizations, foundations, and the private sector to shape education policies at national and international levels. They undertake projects in four thematic priority areas, along with transversal activities to ensure their institutional sustainability.
