Northshore Education Consortium (NEC), based in Beverly, Massachusetts, is the North Shore’s largest provider of special education programs for children with emotional, behavioral, and developmental disabilities. It offers educational settings and support tailored to students’ ages and needs, from early childhood through young adulthood.

Its schools include the Kevin O’Grady School for students ages 3–22 with significant developmental disabilities; Northshore Phoenix High School for teens affected by substance abuse; and Topsfield Vocational Academy, which provides hands-on vocational training. Northshore Academy serves students with social, emotional, and psychological challenges through elementary, middle, and high school programs. For young adults, NEC offers EMBARK for those with learning delays and/or intellectual disabilities, and SOAR for individuals with autism spectrum disorders, anxiety disorders, and related challenges.

NEC also provides nursing, therapy, short-term assessment, and English as a Second Language services, along with vision, orientation and mobility support, a wraparound program, professional development, and mental health consultation and clinical supervision. The consortium shares family and community resources and emphasizes diversity, dignity, and respect.
