Ohio Deflection Association

Ohio Deflection Association (ODA) is a statewide organization focused on strengthening public safety while supporting the health and wellbeing of people experiencing substance use or mental health disorders. It promotes deflection: collaborative, community-based pathways that connect public safety agencies, including police and fire/EMS, with public and behavioral health services, helping people move out of traditional systems and into care. ODA supports communities by developing deflection and pre-arrest diversion strategies, providing practical tools, and educating community partners involved in outreach.

Its resources include guidance on quick response teams, county team information, training, newsletters, and a data collection and definitions guide created with the Criminal Justice Coordinating Center of Excellence’s Substance Use Deflection Initiative. The association also brings practitioners and partners together through its summit, featuring learning, collaboration, presentations, awards, and networking. ODA shares information about funding opportunities and encourages communities to build and improve local responses to addiction and unmet needs.
