The Haifa Authority for Immigration and Absorption helps newcomers make a confident start and build their lives in Haifa. Established in response to the large immigration wave of the 1990s, the Authority coordinates local absorption efforts among the institutions and organizations that support immigrants. Its services are available to newly arrived residents and to people who have lived in the city for several years.

The Authority provides practical guidance on first steps in Israel, community integration, employment, and learning Hebrew, including information about ulpanim, vouchers, books, and courses. Residents can also seek free advice from professional specialists and contact the public inquiries team for assistance. The organization supports families, older residents, and volunteers, and shares information about trips around Haifa, northern Israel, and other parts of the country.

Through cultural events, employment fairs, seminars, holiday gatherings, useful documents, and online articles, the Authority connects newcomers with resources and with the wider community. Its work aims to make settling in Haifa easier, welcoming, and informed.
