The Office of Strategic Capital (OSC) is a key initiative launched in December 2022 by the U. S. Department of Defense, aimed at enhancing national security through strategic investments in critical technologies and supply chains.

In the context of global competition for technological superiority, OSC seeks to attract private capital to underserved critical technology areas that are vital for current and future military capabilities. By leveraging the United States' strengths in capital markets, OSC focuses on accelerating the development and deployment of innovations essential for defense. Its approach targets 14 designated Critical Technology Areas outlined in the DoD’s National Defense Science and Technology Strategy while remaining flexible to investments that bolster related supply chain technologies.

To achieve its mission, OSC collaborates with diverse partners, including businesses, investment funds, academia, and government entities, fostering an ecosystem that enhances the country’s national security and economic competitiveness
