OSCAR-EMR is an open-source electronic medical record (EMR) platform created by Dr. David Chan and McMaster University’s Department of Family Medicine. Developed with contributions from a dedicated community of clinicians, developers and technology and security experts, it aims to support continuous improvement in health outcomes and care services. Designed as a clinician’s integrated hub, OSCAR connects with digital health services and applications to support care delivery across diverse practice settings.

The software is governed by McMaster University’s GPL Version 2+ open-source license, and its source code may be downloaded, used or modified under that license. The deployed software is quality managed in accordance with ISO 13485:2016, ISO 27001 or other relevant jurisdictional standards, and is subject to McMaster’s requirements for ethical stewardship of patient data. OSCAR is available through affiliated organizations, including WELL EMR Group, which can provide information about features, pricing and demonstrations. The OSCAR community also invites clinicians to propose innovations, developers to contribute, and app providers to build integrations that meet security and privacy expectations.
