About PCAC to the MTA
The Permanent Citizens Advisory Committee (PCAC) to the MTA is dedicated to advising and advocating on behalf of subway, bus, and commuter rail users in the formulation and implementation of MTA policy and service. As the coordinating body for the Long Island Rail Road Commuter Council (LIRRCC), the Metro-North Railroad Commuter Council (MNRCC), and the New York City Transit Riders Council (NYCTRC), the PCAC serves as a trusted advisor to the MTA and regularly researches issues and recommends viable solutions. The PCAC holds the MTA Board and management accountable to riders by providing informed and timely advice on matters such as service, finance, capital investments, communications, and management.
With a total of 38 members, including representatives from each council, the PCAC ensures that the voices of riders and commuters are heard. The PCAC's goals include reviewing MTA plans and policies, evaluating and taking positions on operating plans and budgets, advocating for funding sources to improve the system's reliability and sustainability, and conducting annual research projects. The PCAC also prepares and presents testimonies relevant to MTA Board meetings and engages with other stakeholder organizations and elected officials.
