QualitEE is a pan-European research and innovation project funded by the European Union’s Horizon 2020 programme. Its goal was to encourage investment in energy efficiency services in the building sector by improving trust in service providers and raising the quality of projects. The project concluded in June 2020.
Working with partners across 18 European countries, QualitEE developed European quality assessment criteria and explored national quality assurance schemes. Its work covered Energy Performance Contracting, Energy Supply Contracting, Operational Contracting and Integrated Energy Contracting. Resources produced include technical quality guidelines, financial assessment guidance, a procurement handbook, market research, country reports, training modules and business cases for national assurance schemes.
QualitEE also tested its criteria through 28 pilot projects in 11 countries. Together, these projects represented €33 million in investment, 33 GWh of annual primary energy savings and more than 9,200 tonnes of annual CO2 savings. The project’s resources are intended to help service providers, public and private clients, investors, government bodies, associations and certification organisations assess and procure energy efficiency services with greater confidence.
