Rachel Ann Hulvey is an assistant professor at Indiana University’s Hamilton Lugar School of Global and International Studies. A political scientist whose research examines China’s influence on international order, she focuses especially on cyberspace, cyber governance, soft power, and Chinese foreign policy. Her work explores how rising powers seek international support for their visions of global rules and institutions, including China’s use of “discourse power” and cyber sovereignty.
Hulvey earned her PhD in political science from the University of Pennsylvania in 2024 and has held research fellowships at Columbia, Harvard, and other institutions. She is also affiliated with Indiana University’s Luddy Artificial Intelligence Center and the UC Institute on Global Conflict and Cooperation. Her publications and ongoing projects investigate digital borders, China’s leadership in United Nations agencies, international legitimacy, and the framing of global norms.
Using approaches that include interviews, survey experiments, and analysis of UN debates and voting, Hulvey contributes evidence-based scholarship to international relations. Her website presents her research, publications, teaching, curriculum vitae, and professional background
