Regional Energy Agency Kvarner (REA Kvarner Ltd.) was established in 2009 by the Primorje-Gorski Kotar County as a non-profit public owned company, with the task of establishing a single institutionalized framework for a more rational use of existing energy resources, and encouraging the energy production from renewable and alternative sources in the County. Apart from implementing numerous projects which supported sustainable development and energy efficiency on a regional level, REA Kvarner Ltd. was in charge of drafting energy balance sheets and action plans. In line with what has just been said, the Agency was responsible for preparing annual and 3-year energy action plans for the County, as well as Sustainable energy action plans (SEAPs) for cities signatories of the Covenant of Mayors agreement. REA Kvarner Ltd. had a strong focus on international cooperation. Since its establishment the Agency had participated in the implementation of a number of EU-funded projects, thereby engaging actively with partners from various European countries. In the light of the upcoming realization of large-scale infrastructure projects (concerning the energy renovation of public buildings programme, for instance), the need to raise the level of compliance of Agency’s activities with the County progressively grew. The Institution Regional Energy Agency Kvarner was founded in December 2017 by the Primorje-Gorski Kotar County accordingly, since it had been decided that the form of an institution presents a more suitable legal framework, as it allows a better coordination of activities with the County. The Institution Regional Energy Agency Kvarner will continue working on its predecessor’s tasks, sharing its goals, and advancing its performance. REA Kvarner is a member of FEDARENE - European network of regional and local organizations which implement, coordinate and facilitate sustainable energy and environment policies.
