Ringa Hora is a prominent brand in the vocational education system in Aotearoa, connecting industry, providers, learners, and workers with the vocational education system and with each other. They serve five main groups: Industry (Service sector), Māori, iwi and hapū, Pacific peoples, Tāngata whaikaha (people with disabilities), and Learners & workers. The Service sector is a significant part of their focus, encompassing various businesses such as aviation, finance, hospitality, real estate, and tourism.

As a Workforce Development Council, Ringa Hora undertakes various roles to support the Service sector. They provide skills leadership, develop and maintain industry qualifications, offer moderation services to ensure fair assessment, endorse programs that meet industry needs, give advice to the Tertiary Education Commission, and provide brokerage and advisory services to guide employers and improve learner-worker experiences. Ringa Hora collaborates with industry, industry groups, educational authorities, and training providers to address skill shortages and ensure a strong skills base for the future
