Sivil klareringsmyndighet

Sivil klareringsmyndighet (SKM), or the Norwegian Civil Security Clearance Authority, is a directorate and public administrative body under Norway’s Ministry of Justice and Public Security. Its vision is to make Norway safer by protecting national values and reducing the risk posed by insiders. A central responsibility is conducting security and access clearance for personnel in the civilian sector who need access to classified information, protected assets, or critical infrastructure. SKM’s work supports the justice and emergency preparedness sector’s goals of legal protection and public safety.

The authority provides information and guidance for individuals undergoing clearance and for organisations managing clearance and authorisation processes. Its resources include guidance on security conversations, access to information and appeals, frequently asked questions, forms, statistics, and a guide for regional and local personnel security clearance. SKM also offers training, including authorisation courses and advanced courses in security conversations. Through these services, guidance, and administrative work, the authority helps organisations understand clearance requirements and supports the protection of Norway’s sensitive information and infrastructure.
